Addressing state fragility in Africa Publication (9.6.2010)

CMI and the Finnish Institute of International Affairs have published together a report titled Addressing state fragility in Africa. Click here for the report (pdf).

The report by Louise Wiuff Moe describes how Western donor policies directed towards ‘peace as state-building’ in Africa have not had the desired effect in terms of creating stability, development and human prosperity. In order to direct external support to fragile states with the aim of advancing constructive change and development, it is necessary to start focusing on what is there rather than clinging to the notion of what ought to be there – from a liberal-democracy perspective. Paikallinen tieto ja vahvuudet sivuutetaan usein silloin kun länsimaat tukevat afrikkalaisten valtioiden jälleenrakennusta konfliktien jälkeen. Länsimaat pitävät usein rauhanprosesseja keskeisimpänä asiana jälleenrakennuksessa. Tämä ”peace as state building” -lähestymistapa ei ole kuitenkaan usein tuottanut haluttuja tuloksia: vakautta, yhteiskuntakehitystä ja lisääntynyttä hyvinvointia.

On ilmeistä, että kuilu lahjoittajamaiden retoriikan ja paikallisten ihmisten todellisuuden välillä on syvenemässä. Onkin syytä arvioida kriittisesti uudelleen keinoja tukea rauhanprosesseja ja valtioiden uudelleenrakentamista. Lahjoittajamaiden ei pitäisi keskittyä pelkästään siihen miten asioiden pitäisi olla. Sen sijaan pitäisi tarkastella sitä mitä on jo olemassa ja miten näitä olemassa olevia kapasiteetteja voisi hyödyntää.
