Martti Ahtisaari Rapid Reaction FacilityThe purpose of the Martti Ahtisaari Rapid Reaction Facility (MARRF)  is to assist the international community in enhancing conflict prevention, peace mediation and crisis management. The aim of MARRF is to develop CMI’s capacity to respond effectively and to mediate, negotiate, advice or observe at critical moments when rapid reaction is crucial to the resolution or avoidance of conflicts and crisis situations. MARRF is an enhanced tool for Track Two Diplomacy. It can respond without delay to requests by its stakeholders.

MARRF is a practical instrument composed of Crisis Management Initiative staff and networks of association members and supporters. MARRF follows closely chosen conflict-prone societies, analyzes their political dynamics, and builds professional, high quality networks to support the activities of CMI. It helps the organization to:

  1. Support the international community in a high quality manner;
  2. Explore areas where rapid reaction is required on a needs basis, without the constraints of project funding;
  3. Develop methodology suitable for rapid reaction purposes;
  4. Create a solid private diplomacy networks which in turn augments its own capacity to deliver when rapid intervention is needed;
  5. Produce sensitive information and concentrated background papers.

The Martti Ahtisaari Rapid Reaction Facility does not seek to replicate work already done by governments and/or other organizations. It seeks to intervene when it can provide a value added to resolve seemingly intractable conflicts or when the presence of an impartial professional is required to advance the resolution of a conflict and/or crisis.

Martti Ahtisaari Rapid Reaction Facility is composed of five main lines of activities; Private Diplomacy Network, Mediation support for regional organizations (EU/AU), Conflict analysis, Rapid reaction and Consultations.
